I can sort of see what is likely happening, the drive motor bearing axle end is supported at the (fork) end only, so the vehicle weight at the rear is pushing downwards at each side of the fork, and the wheel in the centre is holding it all up, I see a lot of leverage pulling those bolts between the hub motor and the wheel centre.
Apologies for my vague explanation, but there looks to be a lot of force in that area.
