Seems very interesting, I think.  
One question I have, regarding creating TILES files (PNG). Which Windows or Linux program can I use then?

Actually, however, you can use whichever painting programme you are most comfortable with.
I use windows Paint.NET for Painting, for Linux, Pinta is comparable.

and some little, selfmade Tools in mmbasic4W to convert them to RGB121.

For pixel art, I usually used GraphicsGale for Windows. It's free.

For the last few years, I've switched to Aseprite. It's a paid program and is available for both Linux and Windows.

It's on Steam and sometimes they have it very cheap.

Aseprite is much easier to use.
