I have asked this question at Fieldlines.com:
I finally got my township to allow me to present residential wind energy to one of their committees in August after threatening a nice article in the State newspaper about how helpful my township has been with promoting clean energy.
Does anyone have suggestions about key points I should present? My goal is to get the township to revise its Codes to allow residents to install small wind generators on their property, whether homebuild or purchased.
I would also appreciate it if anyone could email one or two JPG pictures of their tower/mill and battery/inverter setup. I want to put together a small portfolio of typical home installations. The tower shouldn't be more than 35' tall; it can be a stand-alone tower or added to an existing building. My email is hofficer@erols.com

G'day imsmooth,
how about also doing a presentation on the financial
benefits of the township investing in commercial scale
wind farming. After the initial outlay and payback, the
township will receive a constant income for grid supplied
power. Not to mention tourism, carbon credits, green tax
rebates etc. Electricity will not get cheaper, so its a
sure investment in the future.
Besides, once people accept 300 foot turbines, yours will
be almost invisible.
This all assumes you have a decently windy area too.

Congratulations on your proactive approach to windmills.
I have completed a considerable investigation into Governments and Councils at all levels regarding small wind turbines.Large type wind farms come under the control of each state government and of the smaller ones THEY HAVE NO CODES OR POLOCIES WHATSOEVER. IF you apply for permission with your local council they will ASK FOR MONEY and try to get you to apply using the building code. If you fix it to an existing building it then becomes part of that building and the building code DOES APPLY . However if it is free standing you can do whatever you like provided it does not annoy your neighbors with noise. It is seen as a tree and if it is green it is hard to see. We see no need nor will we apply to councils for something they have not got
The township (Council ) area you live in also will not have any codes and therefore can,t revise them.
