can someone tell me when i have my meter at 20 dcv and it reads 2 or sometimes as high as 3 or 4 how much is this

maximum possible reading on this setting = 20 vdc

actual measured reading on this setting = 2 or sometimes as high as 3 or 4 volts.

Variation such as you indicate is usually caused by poor electrical contact.
was working fine... til the smoke got out.

thanks this is hooked to a small windmill i built very small experment so when wind blows faster the higher the reading will 3 volts charge a 12 volt battry over time was going to try this at the lake i have a solar panel that puts out 1 amp 15 watts but thought with little wind mill would be that much better thanks again

Bad news I'm afraid, you need at least 13.5Volts to start charging a 12V battery - any less is not going to do anything. Perhaps it might be a good idea to read up a little about battery charging .
