I put up windmill # 1 the other day and was using just a drop cord but the mill seemed to move about quite a bit and did a couple of 360's. Could this be caused by to small of a tail vane or is it just due to turbs?(I did use a "b" on that didn't I?)

Sounds like the tail is too small. Try moving the tail further out. On my 2.1 meter turbine my tail was about 1.5 meters back. A longer tail boom will mean a more stable windmill for sure.

I agree with Gizmo, sounds like to short a tail boom and/or to small a vane.
Unfortunately changing this will upset your furling characteristics.

I live on the side of a mountain with terrible turbulence. It chops and changes dramatically.
Tie a length of wool or a ribbon to the mast below the lowest swing of the blades. Also a piece off the very back of the vane.
This will give you an indication of the degree of turbulence and the response of your mill in tracking it.

Is the tail a drag producing device?

Would a worthwhile experiment be to tape something rough to the surface of the tail?

I was thinking like corrugated cardboard this would significantly ad to the drag and only cause a small change in the forces involved with furling.
