With apologies to brucedownunder for lateness:
Bunnings sell a product called "Grip-Lock Primer" by a company with the name of "White Knight". Sticks to tiles, laminated surfaces, glossy surfaces and PVC pipes, it is claimed.
I can confirm it sticks to the outside of the F&P rotor.

A painter friend of mine etches plastics with acetone prior to painting.
I've used tile paint once, it works well, it's similar to paint with a blend of glue(aquadhere) in it.

Thanks crew, Dennis latham told me about a fler/primer that they use in the car painting industry. Sticks to plastic .
I've tried USB,a product that must be similar,because I painted over it and I can't scratch off the paint with my finger nail.
Another trick I tried was the pvc pipe primer,very cheap in bunnings, it seems to work well also before you apply plastibond or car bog.
Both of the above products go on like a coat of water,so they are not fillers.
