i was fiddling around with the voltage doubler and getting no output, so then i measured the raw AC voltages on the 3 wire comming from the mill, i think there is a problem
between wires 1-2 i get 12-18 vac (light winds)
between wires 2-3 i get 1-3vac (light winds)
between wires 1-3 i get 1-3 vac (light winds)
should i see roughly the same volts across all phases?
for the moment i have hooked wires 1-2 acroos a bridge (no doubler) and i see small charge going into the batts

assuming it is unadulterated three phase, yes you should have equal resistance (and also AC voltage) out of each of the three leads (excluding a possible existing neutral) coming out of the generator.
Need to know the specs of the generator you have to see if the manufacturer (yourself included if a DIY job) has not made any shortcuts internally to make life easier (such as internal rectifier causing output of DC etc)
