This is the same thing a MPPT charge controller does. It charges a capacitor and pulses as much energy out as it can without going below the power point voltage. That charge time is usually in the fractions of seconds. When the battery is nearing full charge, the charging current drops. That raises the panel voltage and signals the heater control to start drawing power. Otherwise potential panel power is just wasted.
